Book an HSRP number plate and colour sticker

Vehicles made on or after 1 April 2019 get the high security plate from the dealer at no separate charge. For an older vehicle, book through your state transport department's link, the SIAM page at siam.in, or your brand's dealer. Booking sites are run by plate makers, not by government, so never start from an ad.

Quick answer

If your vehicle was manufactured on or after 1 April 2019, the dealer should have fitted the high security registration plate (HSRP) and the windshield sticker when it was registered. The cost is part of the vehicle price. You do not need to book anything.

If your vehicle is older, book through one of these, in this order:

  1. The HSRP link on your state transport department's website.
  2. The Book HSRP page on siam.in, which Delhi and Karnataka's transport departments point to.
  3. An authorised dealer of your vehicle's brand.

You choose a fitment centre or home fitment, pay online, and get the plates fitted on the appointment date. The price depends on the state and vehicle type and is shown on the booking portal.

Who can apply

Who needs an HSRP

Section 41(6) of the Motor Vehicles Act requires the registration mark to be displayed in the form and manner the Central Government prescribes. Rule 50 of the Central Motor Vehicles Rules prescribes the high security plate, and the HSRP Order of 2018 applies to every motor vehicle.

VehicleWhat to do
Manufactured on or after 1 April 2019Nothing. The manufacturer supplies the plates and the dealer fits them. The Order says no additional or itemised cost shall be charged
Older vehicle with ordinary platesBook and get an HSRP fitted
Older car or three wheeler that has HSRP but no windshield stickerBook the colour coded sticker only
Plate or sticker lost, damaged or fadedBook a replacement. The old plate has to be surrendered

What an HSRP set includes

  • Front and rear plates fastened with snap locks that cannot be removed and reused.
  • A chromium hologram, 20 mm by 20 mm, with a blue Chakra, hot stamped at the top left of each plate.
  • A permanent identification number of at least 10 digits, laser branded at the bottom left, starting with two letters.
  • The word INDIA in blue at a 45 degree angle in the film on the letters and numbers.
  • The third registration mark: a 100 mm by 60 mm hologram sticker on the inside of the windshield, left corner. It shows the registering authority, registration number, the laser number and the date of first registration.

Colour of the sticker

FuelSticker background
Petrol or CNGLight blue
DieselOrange
All other vehiclesGrey
BS VI vehiclesSame colour, with a 1 cm green strip at the top

Two wheelers have no windshield, so the sticker is a matter for cars, three wheelers and larger vehicles. Maharashtra's FAQ, for example, says the fee covers two plates and the colour sticker for three and four wheelers.

Who is allowed to supply it

Under rule 50(1)(v), plates for an existing vehicle may be issued only by the registering authority, by the vehicle manufacturer and its dealers, or by licence plate manufacturers or their dealers approved by the State Government or Union Territory. In June 2023 the Ministry warned States that some vendors were fitting unauthorised plates, and clarified that holding a type approval certificate does not allow a maker to sell HSRP in the open market.

So a booking site is "official" only for the states that have authorised the company behind it. The sites are run by plate makers, not by the government.

Documents you need

  • The RC, for the registration number and the vehicle details printed on it. Booking portals ask for details from the RC to identify the vehicle.
  • Mobile number and email.
  • A way to pay online. Maharashtra's FAQ says cash is not accepted.
  • On the day: the vehicle, with its old plates still on, and the booking receipt.

Steps

Online

  1. Find your state transport department's own website and look for HSRP. Use the link given there.
  2. If your state sends you to SIAM, open https://www.siam.in/hsrp-registration (the Book HSRP button on siam.in). The form asks for full name, email, mobile, vehicle registration number and state. SIAM then connects you to an HSRP manufacturer. SIAM states that it is only an interface and does not control the manufacturers.
  3. If your state has its own vendors, follow its page. In Maharashtra you select your RTO office on the department's page and are sent to the portal of the vendor assigned to that office. Select the office where the vehicle is registered now, not where it was first registered.
  4. Enter the vehicle details exactly as on the RC.
  5. Choose what you need: full plate set, sticker only, or replacement.
  6. Choose fitment at a centre or dealer near you, or home fitment where offered. In Maharashtra you can pick a centre by PIN code in any city of the state.
  7. Pick an appointment date and pay online. Save the receipt.

Fitment at a dealer or centre

  1. Reach on the appointment date with the vehicle and receipt.
  2. The fitter removes the old plates and fixes the new ones with snap locks. The Order requires the old plate to be surrendered and destroyed.
  3. The sticker is fixed inside the windshield at the left corner.
  4. Before leaving, check the registration number, the hologram and the laser number on each plate, and the details on the sticker.

Fitment at home

  1. Choose home fitment while booking. It costs extra, paid to the vendor.
  2. In Maharashtra the home charge is waived when 25 or more vehicle owners at one place, such as a housing society or office, book together.
  3. Do the same checks as above before the fitter leaves.

Fees

  • New vehicles: nothing separate. The cost of the plate and fitting is included in the vehicle price.
  • Old vehicles: the price is set for each state and vehicle type and is displayed on the booking portal before you pay. No government page opened for this guide carried a price list, so none is quoted here.
  • Extras you can refuse: Maharashtra's FAQ says there is no charge for removing the old plate, and that a frame or bracket is not compulsory and the centre cannot force one on you.
  • Home fitment: an added charge, shown at booking.

How long it takes

Fitment happens on the appointment date you pick. Maharashtra's FAQ says an appointment cannot be edited once taken; you use the reschedule option on the same vendor's portal.

How to check status

Use the order or receipt number on the portal where you booked. Complaints go first to that vendor's customer care. SIAM's site has a page where you click your vehicle brand to see the HSRP customer care contact for it. Maharashtra's FAQ lists a grievance contact for each of its three vendors. If that fails, write to your RTO or state transport department.

Common problems

  • Paid on a site your state has not authorised. The Ministry's 2023 letter says unauthorised vendors were openly supplying plates to unsuspecting owners, and that such plates are not valid HSRP. Report the payment to your bank and the police at once, then book again through the state's link.
  • Plates sold at a roadside shop as "HSRP". A plate that looks similar is not an HSRP unless it comes from an authorised source and is linked to your vehicle in VAHAN.
  • Vehicle details not found on the portal. Check that the RC details on Vahan are correct and that you picked the right state and RTO. See the guide on checking RC details.
  • Vehicle registered in one state, used in another. Authorisation is state by state. Start from the transport department of the state where the vehicle is registered.
  • Dealer of a new vehicle asks for plate charges. The 2018 Order says the cost is included in the price and no itemised charge shall be made. Ask for the demand in writing and complain to the manufacturer and the RTO.
  • Appointment missed by the vendor. Maharashtra's FAQ tells owners to complain on the vendor's grievance channel. Keep the receipt.
  • Sticker peeled or windshield replaced. The Order allows the sticker to be replaced for an already registered vehicle. Book a sticker only order.

How to spot a fake HSRP site

  • You reached it from an ad, a message or a search result, not from a state transport department page or siam.in.
  • It asks you to pay by UPI to a personal number, by QR code sent on chat, or in cash.
  • It is not the vendor your state names. Maharashtra, for example, names three companies and says no other may fit HSRP there.
  • It asks for card PINs, OTPs or bank passwords. SIAM's own page tells users not to disclose passwords or bank transaction details.

FAQ

Is HSRP mandatory for old vehicles?

Yes. The registration mark must be displayed in the prescribed manner, and rule 50 prescribes the high security plate. Delhi's transport department, for one, states that HSRP and the colour coded sticker are mandatory on new and old vehicles registered there.

What is the fine for not having an HSRP?

No section naming HSRP with its own fine was found. Delhi's notice says owners are liable for prosecution under the Motor Vehicles Act and the Central Motor Vehicles Rules. Where no specific penalty is provided, section 177 applies. As substituted from 15 August 2026, it provides a recorded warning for a first contravention and a penalty of Rs 500 to Rs 1,500 for a second or later one. Your state may apply a different section, so check the challan.

Which website is official for HSRP booking?

There is no single national government booking site. Use the link on your state transport department's website. Delhi and Karnataka point to siam.in. Maharashtra sends you to one of three vendor portals depending on your RTO.

What is the price of an HSRP number plate?

It differs by state and by two wheeler, three wheeler, car or heavy vehicle. The exact amount is shown on the authorised portal before payment.

My vehicle is from 2020. Do I need to book?

No, if the dealer fitted the HSRP at registration. Maharashtra's page says vehicles registered on or after 1 April 2019 that already have HSRP need not apply again.

Can I get only the colour coded sticker?

Yes, if your car already has genuine HSRP plates. The sticker is the third registration mark and can be replaced on its own.

Can I keep my old number plate?

No. The old plate is surrendered and destroyed when the HSRP is fitted.

What if my HSRP breaks or is stolen?

Book a replacement through the same authorised route. For a stolen plate, make a police complaint first, since the plate is linked to your vehicle. Issue of a duplicate HSRP is also listed as a Vahan service.
